To improve road safety and environmental protection in Europe, the instruments and procedures enshrined in the regulation for the placing of vehicles on the market must be effective, transparent and clearly defined, and also be applied across the EU.

Vehicle manufacturers require a homologation (type-approval) for the specific vehicle model so that it can be registered for the use on public roads. The approval is issued by to the European type-approval authorities. In Germany, it is the Federal Motor Transport Authority (KBA). To achieve such homologation, all vehicle parts and systems must be tested for compliance with rules and regulations harmonised throughout Europe and internationally. Here, the third party system applies. Accredited technical service providers, such as the TÜV organisations, perform the testing and measurements for the manufacturer. The test results are then submitted to one of the European homologation authorities for approval.

The new EU Regulation concerning the approval and market surveillance of motor vehicles (COM 2016/0014), which has been proposed by the EC on January 27, 2016, is intended to strengthen and consistently develop the applicable European legal framework further. The future type-approval procedure must be efficient and ensure that all vehicles placed on the market fulfil the legal and normative requirements. VdTÜV commeted on this regulation in its latest position and presented its proposal for amendment. With the appropriate modifications, the regulation can make a significant contribution to raising the efficiency of the type-approval procedure and of the market surveillance and so increase road safety and environmental protection in Europe. This will also strengthen the functioning of the Single Market for vehicles and the competitiveness of the automobile industry in Europe.
